The World Intellectual Property Indicators in 2016

Every year the World Intellectual Property Organisation (WIPO) undertakes an appraisal of the past years patent trends in order to develop a deeper understanding of the world of intellectual property. They use information from patent offices around the world combined with their own data and that of the World Bank in compiling these reports which serve to highlight key areas of innovation.

Patent applications have been increasing year on year for the last six years, seeing a rise of almost a million in that time period. This is a strong performance as indicated by Director General Francis Gurry when he said ‘As policymakers seek to invigorate growth around the world, it is encouraging to report that intellectual property activity saw healthy growth in 2015’ in the foreword to the report. In stark contrast to the global economy trademark applications rose by 15.3% while there was also a 7.3% increase in patent applications.

In 2015 this strong performance was largely driven by the engine of Chinese innovation. Their patent office is the largest in the world, overtaking America and submitting more than a million patents annually. The Chinese patent office took in 84% of the additional applications seen in 2015 alongside seeing 65% of the total design applications for the year. Their importance as a global leader in innovation can be seen in these statistics. They are also one of the leaders for gender equality in IP, with 50% of their patent applications made by women.

The only patent office that comes close to the scale of the operation in China is the US. While the Chinese office were responsible for 38% of the 2.9 million total patents the United States contributed 20%. These two patent offices take up a huge share of global innovation. In terms of patents granted the US sees 25% while China sees 30%, indicating the importance of these two countries to the innovation we have come to rely on. Japan, South Korea, and Europe make up for another 24% of applications and 31% of granted rights. The remaining numbers are split between more than a hundred countries. This shows a strong concentration of innovative power, situated in just a handful of countries.

Another metric tracked by WIPO is the number of patents submitted in a category. Nearly 20% of applications fit into the top three sections: Computer Technology; Electrical Machinery, Apparatus, Energy; Digital Communication. A fifth of all applications fit into one of these categories, indicating the importance of high-technology in the world of innovation and conveying that our focus in these areas is profound. Innovation is one of the drivers of a healthy economy with novel ideas helping us overcome entrenched problems and break down barriers. In the 2017 report we can expect to see more of the trends increasing, as China focuses on its innovative strength, we can expect them to retain their position as the most productive patent office globally.

According to CVS Business Rent & Rates Specialists, of the 424,110 shops located in the 1,149 villages, towns and cities across England and Wales, Rateable Values- used to calculate business rates- will rise in April in 791 of those locations.

The research carried out by CVS, and recently expanded on in The Guardian, shows that, on average, Rateable Values for shops in England and Wales will rise in April by 8.51% with 507 villages, towns and cities seeing rises in excess of that.

Shops in England and Wales currently account for 82% of all retail properties liable for business rates, which include superstores, large food stores and department stores. 21.54% of every property liable for rates (1 in 5) are classified as shops.

The Government has now adjusted the Rateable Values of every business property in England and Wales to reflect changes in the property market. The new Rateable Value will be used to determine the basis of the tax calculation for rates in April.

The Revaluation of business properties usually happens every 5 years but was controversially delayed by 2 years as a result of the economic downturn. The last Revaluation came into effect on 1st April 2010 based on the property market as long ago as 1st April 2008.

However, according to the detailed analysis from CVS Surveyors, new Rateable Values published show that total Rateable Values for shops overall have increased by a staggering £654million.

Their analysis shows that the 424,110 shops liable for rates across England and Wales had a combined Rateable Value of £7.69billion based on the last property assessment in 2010, which has formed the basis of rates bills for the last 7 years, but this has increased to £8.34billion.

The analysis shows shops in Southwold, Blaenavon, Dolwyddelan, Port Isaac, Rhymney, Kenley and Corwen will also see their shop property assessments increase overall by over 100%.

The 79 shops in the seaside town of Southwold on the Suffolk coast are the biggest losers in the rates shake up as they face an increase of 152.48% in Rateable Value. The 58 shops located in Blaenavon, at the gateway to the South Wales Valleys, will see their Rateable Values rise by 135.71%.

The analysis also shows that shops in 19 villages, towns and cities will see no overall change to their property assessments, and 338 locations will see a fall.

The biggest winner under the April tax shake up are the 337 shops in Merthyr Tydfil. Their combined Rateable Values- used to calculate new tax bills in April- will fall by 46.53% and the 313 shops in Yeovil will see an overall fall of 33.08%.

Mark Rigby, CEO of CVS Business Rent & Rates Specialists said;

“The purpose of a business rates Revaluation is to try and achieve fairness by ensuring that tax liabilities are based upon up-to-date rental values.

“Revaluations create ‘winners’ and ‘losers’ as ratepayers’ liabilities are shifted in line with relative movements in property values since the previous Revaluation.

“April will serve a ‘hammer blow’ to shops, and the consideration should now be to ensure that they will in fact be paying fair and accurate rates.

“It will also be interesting to see how bricks and mortar shops will compete with agile, online retailers which aren’t battling against exorbitant rent and rates bills for the next 5 years.”

A British entrepreneur has launched an ‘SOS’ service for the elderly which turns any mobile phone into a personal alarm and promises to save families and the NHS millions of pounds a year.

My SOS Family allows pensioners to alert relatives by touching a single button on a mobile phone if they suffer a fall or health emergency.

The system then auto-dials, texts and emails relatives, who can then respond accordingly.

Families currently pay up to £500-a-year for a manned call-centre based monitoring systems which operate via pendants worn around the neck.

But My SOS Family costs just £30-a-year and can be used from any existing mobile phone.

The service is the brainchild of Moony Victoire-Nijjar, who started working on the idea two years ago when his mother-in-law was diagnosed with dementia.

He said: “Modern life has displaced families and it’s difficult to create community security.

“Our goal to bring back those lost community values that protected the elderly & vulnerable“.

Families and councils currently pay between £200 and £300 per year for manned call centre alert systems.

These work by pendants alerting a call centre, which then make contact with relatives who can come to the aid of a loved-one.

But Moony, a married father-of-two from Bromley, Kent, said: “I realised these places are basically call centres where staff simply ring around your relatives until somebody responds.

“I thought there must be a more efficient way of doing things with the technology that we all carry around in our pockets.”
